Prior to these roles, she held a senior reactor operator license and was on-shift as a supervisor in the Salem Nuclear Power Plant control room. Ms. Cowan started her career as an engineer at Westinghouse Electric Co. performing thermal-hydraulic and core transient analyses for nuclear power reactors. He served six years in the Navy Nuclear Submarine program with a degree in Chemistry. Mr. Carignan’s first experience in decommissioning was as the Operations Manager on the first U.S. large scale decommissioning: Shippingport Station Decommissioning Project. Since then, he has been involved in some aspect of many commercial and government decommissioning projects for the last 25 years both domestically and internationally. He has worked for General Electric, MAC Technical Services, Project Services Group, and TLG Services. Mr. Carignan also worked for the Tennessee Valley Authority, first as part of an oversight group to improve TVA’s overall nuclear performance after all the TVA nuclear plants were shut down due to management issues. While with TVA, he also developed their self-assessment program to improve operations performance and INPO readiness. In January 2015, Mr. Carignan formed Carignan & Associates LLC to provide support services to the nuclear industry focusing on Decommissioning cost estimating, due diligence, Operational Readiness, and management support. His company has provided due diligence, planning, and cost estimating support for numerous projects including Nuclear Ship Savannah, SONGS, Humboldt Bay, Saxton, Canadian Nuclear Laboratories, EDF, Lawrence Berkeley National Laboratory, as well as a number of confidential clients. Dr. J. Wesley Hines is the Head of the Nuclear Engineering Department at the University of Tennessee. Dr. Hines received the BS degree in Electrical Engineering from Ohio University in 1985, and then served as a nuclear qualified submarine officer in the US Navy. He later received both an MBA and an MS in Nuclear Engineering from The Ohio State University in 1992, and a Ph.D. in Nuclear Engineering from The Ohio State University in 1994. He has served the University of Tennessee for over 22 years. On the scholarly side, Dr. Hines teaches and conducts research in artificial intelligence and advanced statistical techniques applied to process diagnostics, condition based maintenance, and prognostics; and has made notable accomplishments in the invention and development of reliability enhancing condition monitoring technologies. He has led over 100 research projects with awards totaling over $14M sponsored by both government and commercial entities in the US and abroad. Dr. Hines has authored over 330 technical papers and is invited to speak around the world on topics ranging from his research activities, distance education delivery approaches, nuclear engineering education, reliability and maintainability education, and national nuclear strategy. Prior to this role, Bailly was vice president of Back End Operations and responsible for project performance related to Commercial Reactors Decontamination and Decommissioning (D&D), and U.S. federal business related to used nuclear fuel, waste management, and clean-up and closure. Bailly’s 20 years of experience with Orano’s Back End activities and its legacy companies includes coordinating international projects, leading used fuel storage and reprocessing technology projects, managing a plutonium processing facility, and serving as the company’s Fukushima Recovery Plan project manager to define stakeholders’ recovery strategy and operations framework. Richard Reid is a Technical Exceutive at the Electric Power Research Institute (EPRI). His current research focuses on decommissioning technologies. Reid joined EPRI in 2008. Before joining EPRI, Reid worked in the Nuclear Sector at Westinghouse Electric Company as a Fellow Engineer in the Chemistry Diagnostics and Materials Engineering group. In this position, he was responsible for the development and application of chemical cleaning technologies. This included techniques for removing fouling deposits from the secondary coolant system in PWR plants, as well as removing radioactive deposits from the primary coolant system in all water-cooled nuclear system designs (that is, chemical decontamination methods). This work was performed at operating domestic and international nuclear power plants, decommissioned reactor sites, waste processing facilities, and U.S. government research facilities. Reid received Bachelor of Science degrees in chemistry and mathematics from Charleston Southern University in Charleston, South Carolina, and a doctorate in chemistry from Virginia Polytechnic Institute in Blacksburg, Virginia. Since October 2017, Dr. Holahan has served as the Director of Rulemaking in the Office of Nuclear Material Safety and Safeguards. She leads the NRC’s core function of rulemaking for the reactor and materials programs and the development, documentation, tracking, and reporting of rulemaking activities, as well as the regulatory analysis that supports agency decisionmaking for both rulemaking and other activities. From October 2014 to October 2017, Dr. Holahan served as the Director of the Office of Enforcement where she oversaw enforcement issues and allegations for the agency, safety culture at regulated facilities and differing views programs within the agency. From August 2008 to October 2014, she served as the Director of the Division of Security Operations in the Office of Nuclear Security and Incident Response (NSIR) where she oversaw security at all commercial nuclear power plants and category I fuel cycle facilities as well as oversight of intelligence information and classified and safeguards information systems at the U.S. Nuclear Regulatory Commission (NRC). Prior to that, she was Director of the Division of Security Policy in NSIR since October 2006. Before joining NSIR, she was Deputy Director of the Division of Industrial and Medical Nuclear Safety in NRC’s Office of Nuclear Material Safety and Safeguards (NMSS). She has been with NRC since 1991 and has held a variety of staff and management positions in NMSS, and served as an Assistant to former Chairman Meserve, with a primary focus on the nuclear materials program, health physics issues, and related rulemaking and guidance activities. Before joining NRC, Dr. Holahan worked as a Consultant Radiation Biologist and an Assistant Professor for the University of Texas’ Health Science Center, in San Antonio. In the mid-1980's, she did research work at the Armed Forces Radiobiology Research Institute in Bethesda, Maryland, and at the University of California. She received her Ph.D. in Radiation Biology from Colorado State University. Greg Meyer has over 35 years of nuclear operations and safety experience. As Senior Vice President for Operations, Greg is responsible for Fluor Corporation’s Environmental and Nuclear business line, which includes operations serving the Department of Energy, the National Nuclear Security Administration, the federal Crown Corporation Atomic Energy Canada Limited and the National Decommissioning Authority in the UK. Before joining Fluor, Greg served four years at the National Nuclear Security Administration’s Pantex Plant, half that time as President and General Manager. In addition to his NNSA assignment, he has held significant senior management positions in operations, project management and project support at three other Department of Energy sites: Hanford, Richland, Washington; Savannah River, Aiken, South Carolina, and Rocky Flats, Golden, Colorado. He has been a nuclear operations project manager, a safeguards and security director and an Environment, Safety, Health and Quality director. Greg completed a career in the U.S. Navy. A graduate of the Naval Nuclear Propulsion Program, he served on five nuclear submarines and two submarine squadron staffs. Highlights of his career included assignment as Commanding Officer of the USS Scranton (SSN-756) and an overseas diplomatic post in Geneva, Switzerland, where he was the Joint Chiefs of Staff Representative to the Conference on Disarmament and a senior member of the U.S. Delegation that negotiated the Comprehensive Nuclear Test Ban treaty. James Taylor has general management responsibility for the environmental business line for Bechtel’s Nuclear, Security and Environmental (NS&E) global business unit. His remit encompasses management and operation of high-hazard nuclear and chemical clean-up sites, facility decommissioning, field remediation, project management services, and nuclear material management, treatment and disposition. This work includes managing projects for the U.S. Department of Energy (DOE) Environmental Management (EM), and UK Nuclear Decommissioning Authority (NDA). James also supports business development efforts and expansion of the environmental business line. James has 30 years of nuclear industry experience in waste management, nuclear operations, field remediation, facility decontamination and decommissioning, and nuclear materials processing and recycling. He has supported these key areas through positions in process engineering, project management, operations management, research and development support, regulatory support, cost estimating, business development, and marketing and sales. James has also led the development of large multi-billion dollar baselines for complex decommissioning programs while delivering savings of 35-50% below the government estimates. Attorney, manager, and conflict management specialist with over twenty years’ experience in the legal, policy, and technical aspects of the licensing and regulation of the use of nuclear materials, as well as with the preparation of environmental reviews for energy and natural resources projects. Mr. Cameron’s expertise in conflict management, community outreach and interest-based negotiation strategy were developed during his tenure as the United States Nuclear Regulatory Commission’s (NRC) Dispute Resolution Specialist. His conflict management work was complemented by his tenure as the Assistant General Counsel at the NRC. In this capacity, Mr. Cameron and his staff advised the NRC staff and the Commission on the implementation of the National Environmental Policy Act (“NEPA”) including environmental justice policy; the rulemaking process; the Federal Advisory Committee Act; and Section 106 consultation with Tribal governments under the National Historic Preservation Act. He also was the General Counsel’s liaison and advisor on Tribal law. He is thoroughly familiar with the NRC licensing process, including the existing and proposed decommissioning regulatory framework. Mr. Cameron’s combination of legal and analytical skills, his solid grounding in the technical aspects of the use of nuclear materials, and his conflict management skills, bring a unique holistic approach a wide variety of private sector and government needs and issues. Mr. Cameron has been in private practice since 2010, providing legal advice on energy and environmental issues, and on the design and implementation of communications strategies. Jim Hamilton is a Principal at Stakeholder Capital Consulting. In this role, he is responsible for helping companies across the energy spectrum manage stakeholder-driven regulatory and political risks associated with siting, permitting and operating energy infrastructure and decommissioning projects. Jim has over 25 years of experience in the public, private and NGO sectors throughout North, Central and South America. Mr. Hamilton has advised Entergy and Yankee Atomic Electric Company on their decommissioning programs for plants in Connecticut, Vermont and Massachusetts. He was the lead author of the Yankee Rowe Site Closure Project Plan: the first of its kind in the nation and the roadmap for a successful spent fuel management and site closure effort. He has also advised the U.S. Department of Energy on their spent fuel management program. Jim’s additional experience includes supporting energy companies on transmission and storage facility siting efforts. Jim has also worked with Canada’s First Nation’s communities, served as the Americas Vice President of Sustainability for a multinational mining and mineral processor and taught at MIT’s Environmental Policy Program. Eric Howes is the Director of Public and Government Affairs for Maine Yankee Atomic Power Company located in Wiscasset, Maine. Mr. Howes has been with Maine Yankee since 1993 working in the areas of federal, state, media, and community relations. He was instrumental in the formation of the Maine Yankee Community Advisory Panel which continues to be active 20 years after its inception in 1997. Mr. Howes was with Maine Yankee the last few years of plant operations, through plant decommissioning, and now for over 10 years of stand-alone Independent Spent Fuel Storage Installation operations. Prior to Maine Yankee Mr. Howes served seven years as a State Office Representative for Maine’s United States Senator William S. Cohen. Christopher (Chris) Recchia, Principle, Energy and Environment Solutions, LLC, formerly served as the Commissioner of the Vermont Department of Public Service from December of 2013 through January, 2017. Prior to his appointment as Commissioner of Public Service, Recchia served as Deputy Secretary for the Vermont Agency of Natural Resources beginning in January, 2011. He has 35 years of experience as a leader in the development of state and federal environmental and energy policy and the implementation of programs managing natural and energy resources. Recchia served as executive director of the Biomass Energy Resource Center (BERC) from 2007 to 2011, a national non-profit organization promoting sustainable wood energy use at the community scale. He came to BERC after a four-year tenure as executive director of the Ozone Transport Commission in Washington, DC (2003-2007), where he directed a commission of 12 mid-Atlantic and northeastern states and the District of Columbia, coordinating air pollution reduction programs and policy. Prior to that, he served as deputy and then commissioner of the Vermont Department of Environmental Conservation (1997-2003). Recchia served as Director of Environmental Programs for the Connecticut Resources Recovery Authority, a quasi-public authority responsible for waste management and recycling services throughout the state of Connecticut (1989-1997), and prior to that worked with the Connecticut Department of Environmental Protection in its Office of Coastal Programs. Recchia holds a bachelor’s degree in Zoology from the University of Vermont (1980), a master’s in Environmental Law from Vermont Law School (1982), and a master’s in Natural Resource Policy and Management from Yale University School of Forestry and Environmental Management (1984). Executive Sponsor, SONGS DecommissioningSolutions (SDS), San Clemente, CA January 2016 – Present Responsible to manage and lead the on-site SDS Project Team in all aspects of the San Onofre Nuclear Generating Station (SONGS) Decommissioning General Contractor (DGC) Prime Contract in accordance with the Baseline Project Plan, Schedule, and Budget. The Decommissioning and Demolition (D&D) project scope includes removal of structures, systems, and components, except for the independent spent fuel storage installation (ISFSI) and switchyard, and requires reducing residual radioactivity to levels that allow for release of the site for unrestricted future use.
